This Invitation for Expressions of Interest follows the General Procurement Notice for this project which was published in Procurement Opportunities on the EBRD website on 18 November 2008 and refers to the following:

Assignment Title: Instrumental monitoring of foundation settlement of ISF-2 buildings and structures.

Assignment Description:

ISF-2 facility is located at ChNPP site within the ChNPP Exclusion Zone Administration. The facility will be used for handling and storing of RBMK spent nuclear fuel and spent absorber rods. The facility consists of several reinforced-concrete monolithic buildings which are various in functions and number of floors, designated for transportation, handling, packaging and storing of SSE ChNPP spent nuclear fuel. There are areas of radioactive contamination at the site territory. Movement of materials and equipment into and from the Site and Exclusion Zone is limited.

As required by Ukrainian construction norms, starting from the zero cycle completion at the construction site, it is necessary to carry out monitoring of foundation settlement, listing, deformation of buildings and structures under construction. Instrumental monitoring of foundation settlement of ISF-2 buildings and structures shall be rendered as required by the Ukrainian construction norms. The main objectives of the assignment shall be:

- Development of the monitoring programme on settlement of ISF-2 buildings and structures

- Positioning of the geodesic benchmarks and deformation marks

- Performance of the Monitoring

- Monthly reporting

- Development and submission of the Analytic Report

Assignment Start Date and Duration: November 2009 and anticipated to last for 12 months.

Maximum Budget available for the Assignment: EUR 125,000 exclusive of VAT.

Funding Source: The contract will be financed through the Nuclear Safety Account grant.

Eligibility:

The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

Procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the NSA. Eligible countries as of 16 January 2009 are: EU member states, Canada, Japan, Kuwait, Norway, Switzerland, USA, and the EBRD countries of operation.

Consultant Profile:

- The Applicant shall be adequately funded and resourced. Necessary meters and instruments (with valid calibration certificates) shall be available. Applicant shall have access to accredited software and other tools necessary to carry out parts of the work.

- The Applicant shall be an established organisation in this field of expertise with experience of similar work. The Applicant shall have relevant experience in all areas needed for the performance of the assignment.

- The Applicant shall have accredited quality-assurance systems for the assurance of this type of work and shall have the Ukrainian State Licence for surveying NPP buildings and structures.

- The Applicant shall be able to provide experts in this field that are suitably qualified and experienced to implement the monitoring of Nuclear objects.

Submission Requirements:

Interested firms are hereby invited to submit expressions of interest. In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following:

- company profile, organisation and staffing;

- details of experience or similar assignments undertaken in the previous five years, including their locations;

- CVs of staff that could be available to work on the assignment.

The above information should not exceed 40 pages including CVs.

Three (3) copies of the above information, in English, and three copies in Ukrainian or Russian should be submitted to ChPMU in an envelope marked Expression of Interest for "Instrumental monitoring of foundation settlement of ISF-2 buildings and structures", to reach the ChPMU not later than 8 th of October. For purposes of interpretation, the English language versions of EOI shall govern.
